The entrance examination for enrollment [after 10+2] at Tribhuvan University (IOE) seems competitive as compared to the entrance examination held by Pokhara University. So, it's very likely that most of the competitive person will be concentrated at IOE (central campus and other constituent campuses). An exception could be made for those who are in real need of financial aid for their studies (Po.U. provides scholarship to many students as compared to other universities of Nepal), those who are seeking academic institution nearby home or some related reasons.

So, as I mentioned earlier there is no difference in “learning materials” but there could be a difference in the “learning output”. TU is the oldest university of Nepal and mostly veteran or said differently, those who have comparatively more experience instruct their students. Due to this reason, most of the students can have a wider knowledge of the related subject matter. Also, lately I found that elective courses are taught very nicely in IOE, which was not the case when I was in SOE (School of Engineering, Po.U.). In our case, elective subjects were not given that much priority. I hope its not the same case now. But still, such things can define how rigorous your coursework is.
